Direct answer: ISO 9001:2026 vs ISO 10002

ISO 9001:2026 and ISO 10002 answer different public-source questions. ISO identifies ISO 9001:2026 as the current quality-management-system requirements standard. ISO identifies ISO 10002:2018 as a separate published document that gives guidelines for complaints handling connected to an organization’s products and services. ISO also says an ISO 10002 complaints-handling process can be one process within an overall quality management system.

That does not mean ISO 9001:2026 requires every organization to adopt ISO 10002, a particular complaint log, a response time, a workflow, a survey, or a certification arrangement. For an exact ISO 9001 requirement, use the controlled edition and the qualified local decision route. For complaint-process guidance, start with ISO 10002’s stated scope. For a contract, law, employment concern, external dispute, customer acceptance, or certification question, use the source that owns that decision. Reader snapshot: ISO 9001:2026 provides QMS requirements context. ISO 10002:2018 provides separate complaints-handling guidance. Neither public page settles every local complaint, contract, regulatory, employment, dispute, audit, or certification question.

Boundary: This supporting ISO quality-management video provides broad context only. It is not a complaint-handling tutorial, a controlled-text interpretation, a mandated workflow, legal guidance, or evidence of a particular organization’s performance, conformity, certification, or complaint outcome.

ISO 9001:2026 versus ISO 10002: the public-source distinction

ISO’s standard record describes ISO 9001 as a quality-management standard for organizations of all sizes and sectors. The current record identifies the sixth edition as ISO 9001:2026, published in September 2026. Its public overview discusses customer expectations, customer satisfaction, operation, performance evaluation, and improvement within QMS context. ISO 9001:2026 overviewISO 9001:2026 overviewhttps://www.iso.org/quality-management/iso-9001-2026

ISO’s ISO 10002 record is more specific in a different way. Its abstract says the published 2018 third edition gives guidelines for the process of complaints handling related to products and services within an organization. It says that process can be used as one process in an overall QMS. ISO also says the document is intended for organizations of any type or size, across sectors, and describes its scope in a way that excludes disputes referred for resolution outside the organization and employment-related disputes. Reader questionPublic source that can start the answerWhat the public source does not decide
What is the current ISO 9001 edition?ISO’s ISO 9001:2026 standard record identifies the published sixth edition and its high-level QMS context. The full wording of an exact requirement, or a universal complaint procedure.
What published ISO guidance addresses complaint handling?ISO 10002:2018 describes its complaints-handling guidance for products and services within an organization. That the guidance is mandatory, certifiable, sufficient, or identical to ISO 9001 requirements.
Can complaint handling sit within a QMS?ISO says the ISO 10002 process can be used as one process of an overall QMS.How a particular organization must design, document, staff, measure, or audit that process.
Does this complaint involve an external dispute or employment issue?ISO 10002’s public abstract identifies exclusions for disputes referred outside the organization and employment-related disputes. The outcome, jurisdiction, obligation, remedy, or process that applies.
Does a complaint affect a contract, regulator, customer acceptance, certificate, or audit? The applicable contract, regulator, customer, certification body, or assurance route. That a public ISO summary answers someone else’s decision.

This is why ISO 9001 customer complaints is not one simple search intent. A reader can be asking about an organization’s QMS context, a complaint-handling framework, a customer communication, an external dispute, an employment matter, or an assurance claim. The most useful answer starts by naming the question before choosing a source.

What ISO 10002 public scope does—and does not—cover

Stay Current

ISO 9001:2026 is published. Get source-checked updates and practical decision aids.

ISO’s public abstract allows a careful, practical statement: ISO 10002:2018 offers guidelines for a complaints-handling process related to products and services within an organization. It describes planning, design, development, operation, maintenance, and improvement of that process. Its stated aims include a customer-focused environment open to feedback, resolving complaints received, and improving products, services, and customer service.

Those points are useful orientation. They are not a license to invent an ISO 9001 complaint process for every organization. The public record does not tell this site how a specific complaint should be classified, investigated, resolved, recorded, escalated, measured, or communicated. It does not assign response times, legal responsibilities, customer remedies, internal roles, software, evidence formats, audit conclusions, or certification results.

A careful use of the public sourceAn overreach to avoid
“ISO 10002 gives published guidance on complaint handling for products and services within an organization.”“ISO 9001:2026 requires this exact complaint workflow.”
“ISO says the process can be used as one QMS process.”“ISO 10002 is automatically required for ISO 9001 certification.”
“The ISO 10002 abstract excludes external-dispute resolution and employment-related disputes.”“This page decides how an external dispute or employment matter must be resolved.”
“ISO 9001 public materials place customer expectations and satisfaction in QMS context.”“A particular customer complaint proves nonconformity, poor performance, liability, or a certification result.”

For a narrower QMS conversation about customer needs, read the ISO 9001:2026 customer-focus analysisISO 9001:2026 customer-focus analysis/article/iso-9001-2026-customer-focus-what-iso-confirms. That related analysis is not a substitute for the separate ISO 10002 source or the local owner of a specific complaint.

Use the three-source complaint-routing card

This framework is editorial analysis. It is not ISO text, a complaint procedure, an audit tool, a certification method, legal advice, or a template that every organization should use.

StepLocal questionFirst source or owner to identifyLimit to retain
1. Name the questionIs the question about current QMS requirements, complaint-process guidance, or an external decision? The person raising the question and the accountable local owner.A label alone does not decide the route.
2. Match the sourceDoes the question need ISO 9001:2026 controlled text, ISO 10002 guidance, or another governing source?Controlled edition, ISO 10002 record, contract, policy, regulator, employer, or dispute route.Public summaries are not complete controlled text.
3. Record the available factWhat is known now about the product, service, message, customer, or issue?Dated record and accountable source owner.A single account does not prove cause, liability, conformity, or performance.
4. Keep a boundaryWhat does the evidence not establish?Local decision owner.Avoid turning a complaint into a universal QMS conclusion.
5. Name the next decisionWho can decide the next action and what source controls it?Authorized local decision owner.Do not assume an action, deadline, remedy, or audit outcome.

For example, a team may receive a concern about a service handoff. It can first separate the observable fact from the conclusion: a customer has raised a concern; that does not yet prove a contract breach, a quality-system failure, a legal outcome, or an assurance result. The team can then identify the relevant source. An ISO 10002 question may call for guidance review; a contract question calls for the contract; an employment matter needs the appropriate employment route; and an exact ISO 9001 question needs the controlled text and authorized interpretation.

A team can retain the source, question, owner, fact, limit, and next review trigger in the email-gated ISO 9001 gap-analysis templateISO 9001 gap-analysis template/resources/gap-analysis-template. That template organizes a discussion. It does not make a complaint procedure mandatory or decide an outcome.

Keep complaint guidance separate from certification and product claims

A complaint-handling discussion often becomes mixed with a supplier claim, product decision, or certificate question. The questions are not interchangeable.

  • A buyer asking what an organization’s ISO 9001 claim means can start with the supplier questions buyer guidesupplier questions buyer guide/article/iso-9001-2026-supplier-questions-buyer-guide. A certificate claim does not determine product fitness, customer satisfaction, contract performance, accreditation, or future performance.
  • A customer seeing a questionable ISO 9001 claim can use the suspected false ISO 9001 claim guidesuspected false ISO 9001 claim guide/article/suspected-false-iso-9001-claim-what-iso-says. That guide routes a claim concern; it does not decide a complaint outcome.
  • A question about whether certification covers a product or service needs the certification coverage explainercertification coverage explainer/article/does-iso-9001-2026-certification-cover-a-product. A complaint-handling guide does not establish product conformity or safety.

The same principle keeps ISO 10002 and ISO 9001 useful in context: public information can help a reader select the next source, but it cannot replace the source that owns a specific decision.

Quick reader checklist

Before relying on a broad “ISO complaint” statement, confirm these six points:

  1. The question is named. Is it about QMS requirements, published complaint guidance, a customer message, an external dispute, employment, a contract, a regulator, or certification?
  2. The ISO source is identified. Is the reader using ISO 9001:2026 context or ISO 10002:2018 guidance—and not treating them as the same document?
  3. The fact is kept separate from the conclusion. A complaint, message, or record is not automatically proof of cause, liability, nonconformity, performance, or conformity.
  4. The scope limit is visible. ISO’s ISO 10002 abstract excludes external-dispute resolution and employment-related disputes.
  5. The governing source is named. Use the contract, regulator, policy, employer, certification body, controlled edition, or other source that actually owns the decision.
  6. A local owner is accountable for the next step. The public ISO page does not assign one.

A “no” answer does not establish a failure. It shows that the question needs a clearer source, scope, fact, or decision owner.

Frequently Asked Questions

Is ISO 10002 part of ISO 9001:2026?

ISO identifies them as separate published documents. ISO’s ISO 10002 abstract says its complaints-handling process can be used as one process of an overall QMS. That public statement does not say every ISO 9001:2026 user must adopt ISO 10002. ISO 10002:2018 standard recordISO 10002:2018 standard recordhttps://www.iso.org/standard/71580.html

Does ISO 9001:2026 require ISO 10002 certification?

This article does not make that claim. ISO’s public ISO 9001 materials say organizations can choose whether to seek ISO 9001 certification. The public ISO 10002 abstract describes guidance for complaints handling; it does not establish a universal certification, accreditation, buyer, tender, contract, or regulatory outcome. ISO certification overviewISO certification overviewhttps://www.iso.org/certification.html

What does ISO 10002 cover?

ISO’s public abstract says ISO 10002:2018 gives guidelines for complaints handling related to products and services within an organization. ISO says it can be used by organizations regardless of type, size, products, services, or sector. Use the controlled document for its complete content and an appropriate local owner for application decisions.

Does ISO 10002 apply to an employment complaint?

ISO’s public abstract states that ISO 10002 does not apply to employment-related disputes. This page does not determine which employment process, law, agreement, or remedy applies; those questions need their appropriate owner and source.

Does ISO 10002 resolve disputes outside the organization?

No conclusion should be drawn from this page about an external dispute. ISO’s public abstract says ISO 10002 does not apply to disputes referred for resolution outside the organization. The applicable external route must be determined by the governing source and authorized decision owner.

Does a customer complaint prove that an ISO 9001 QMS failed?

No. A complaint is a fact or report that can prompt a focused local review. It does not, by itself, prove cause, nonconformity, QMS effectiveness, legal liability, product fitness, certification status, audit outcome, or future performance.
